On 1 July 2015 the amendments to the rules of the road, pedestrians have binding reflective elements on clothes when driving in the dark outside the settlements. These amendments were made to the SDA decision of the Government of the Russian Federation on November 14, 2014 № 1197 "On Amendments to the Road Traffic Regulations of the Russian Federation."
For violation of these requirements, administrative responsibility, referred to in part 1 of Article 12.29 of the Administrative Code "Violation of traffic rules pedestrian" - a warning or a fine of 500 rubles.
Earlier, the relevant law was of advisory nature for walkers. Now when crossing the road and driving on the edges or edge of the roadway in the dark or in poor visibility conditions outside settlements pedestrians must be in possession of objects with reflective elements and ensure the visibility of these items by drivers of vehicles.
In paragraph 1.2 of the Rules of the road and found the term "night time" - a period of time from the end of the evening before the start of morning twilight.
Specialists of the traffic police in reflective uniform say that the decisions taken will help to ensure the safety of pedestrians when crossing a road and when driving on it. The cause of many road accidents is the lack of lighting and the absence of any elements which allow the driver to see who is on the carriageway a pedestrian advance. Often, a driver notices a pedestrian too late to avoid an accident. Normally, the driver in the dark may notice the person at dipped headlights at a distance of 30-50 meters.
There are many varieties of elements that reflect light. This bright and specialized clothing with reflective stripes and tapes, which can be independently sew any outerwear. The best solution may be, and all kinds of accessories: bracelets, rucksack, badges, stickers, key rings or flickers. They are small enough not to attract too much attention in the daytime or out of the streets, but effective enough for drivers to notice them at night on the road.
These items of clothing are particularly relevant for students who often come home after school, when it gets dark. The presence of reflective tapes on the children's clothing can significantly reduce child injuries on the roads.
