From 1 July 2015, in order to increase the visibility of pedestrians at night on country roads, come into force amendments to the Rules of the road, they made the decision of the Government of the Russian Federation of November 14, 2014 № 1197 "On Amendments to the Rules of the Road the Russian Federation ", - said the General Directorate of Road Safety Ministry of Internal Affairs of Russia.
In particular, the Rules of the road is established that during the transition of the road and driving on the edges or edge of the roadway in the dark or in poor visibility conditions outside settlements pedestrians must be in possession of objects with reflective accessories and ensure the visibility of these items by drivers of vehicles .
So far, the relevant law was of advisory nature for walkers.
In paragraph 1.2 of the Rules of the road found the concept of "night time" - a period of time from the end of evening twilight before the start of morning twilight.
The traffic police say that the decisions taken will help to ensure the safety of pedestrians when crossing a road and when driving on it.
The need to attract public attention to the use of retro reflective elements due to the statistics of accidents involving pedestrians, according to which the impact on pedestrians is one of the most common types of accidents. In large cities, pedestrian protection can be up to half of the total number of car accidents. Most of these accidents occur at night, in low visibility conditions.
According to research the use of reflectors reduces the risk of collision with a pedestrian 6.5 times - thanks to retro reflective elements, the driver can see a pedestrian at a much greater distance and take action to prevent an accident. Normally, the driver in the dark may notice the person at dipped headlights at a distance of 30-50 meters. When using reflective material, this distance is increased to 150 meters and when driving with high beam headlights - up to 400 meters.
