Taking it today two new rules lay down by the reform of the Highway Code launched in late July. The first concerns the reflective helmets commonly called "a bowl" or "pan", which now will go into retirement. Since 2001 it has been prohibited the sale, but the use was still permitted on "mopeds". Now after nine years this type of helmets will be completely banned, because the helmet is considered unsafe. Who will be pinched driving a moped or motorcycle with a helmet on his head out of the norm in danger of being subjected to administrative detention for 90 days of the medium and a fine of 74 Euros?
But today more and triggers an obligation for those who move by bicycle, to wear the vest or suspenders retro-reflective high visibility when moving from the towns in the evening and at night or in tunnels, so as to be clearly visible to others road users. The fine is 23 €.
And the command of the municipal police, requested, has announced that from today, without particular tolerance or transition, "will snap inspections and sanctions", to ensure safety on the roads. Controls and penalties, it should be stressed, are worth on the open road and in the galleries. There is no obligation, therefore, in normal streets.
In that case also in Milan city you will be fined. And given the number of tunnels, underpasses and tunnels existing cases may not be so limited to cases of school. Just think of the existing tunnels in the area of the Central Station.
Many innovations introduced by the new Highway Code, and already in force since last summer. The most important concerned the crackdown for those driving under the influence, with heavier fines and the introduction of "zero tolerance" for new drivers and professional drivers. Road safety is very important. The drug tests have become more stringent, as they have been provided for stricter rules for who manufactures markets and above all stacks the minicab. For those over 80 the new rules will require that the renewal of a license only after consultation with a physician every two years.
